At 27-years-old, Samuel brings top-tier speed to bolster the Bills' offensive lineup, having showcased his athleticism with a 4.31-second 40-yard dash during the 2017 NFL Scouting Combine. Familiar to the Bills' management, Samuel was drafted as the No. 40 overall pick by the Carolina Panthers in 2017, coinciding with Brandon Beane's final draft as a member of the Panthers organization.

Moreover, the Bills' current offensive coordinator, Joe Brady, previously held the same role in Carolina during Samuel's tenure in 2020, further strengthening the connection. Hailing from Brooklyn, Samuel brings a dual-threat dimension to the Bills' offense, having accumulated 185 receptions for 2,087 yards and 14 touchdowns in 53 career games with Carolina, including 32 starts. Additionally, he rushed 72 times for 478 yards and five touchdowns during his time with the Panthers.

Transitioning to the Washington Commanders as an unrestricted free agent, Samuel continued to make an impact, playing 38 games, making 26 starts, and registering 132 receptions for 1,296 yards and eight touchdowns. He also contributed with 49 rushes for 237 yards and two touchdowns for the Commanders, further solidifying his versatility and value to the Bills' offensive strategy.
