A stretch of damaged roadway in Lockport drew attention Friday after an unknown individual attempted a makeshift repair by filling a stretch of potholes with redwood mulch—highlighting growing frustration over winter-worn streets.
The improvised fix appeared at the intersection of Lincoln and Beattie Avenues where deteriorating pavement has become a recurring issue. While the act may have been intended as a statement or temporary solution, city officials made clear it was neither authorized nor safe.
One city official emphasized that the work was not done by municipal crews and warned that whoever carried it out could face legal consequences if identified. Law enforcement echoed that position, explaining that altering public roadways without permission could be considered criminal tampering or even littering. Authorities noted that such actions may interfere with public property and create safety risks, particularly because materials like mulch do not provide any real structural repair and could obscure hazards for drivers.
Neither the public official nor law enforcement acknowledged the damage that potholes could do to vehicles or individuals who must navigate them due to the inherent danger they possess (i.e.: being a tripping hazard).
Local officials say relief is on the way, though not as quickly as some residents would like. With hot asphalt becoming available early next week, crews will be able to begin more permanent repairs after relying on temporary cold patching methods through the winter months.
Jurisdictional complexity has also contributed to delays with responsibility for road maintenance divided among multiple levels of government depending on the specific stretch. Officials explained that portions of Lincoln Avenue fall under city, county, and town control, while major routes like Transit Road are maintained by the state.
In addition to patching efforts, broader infrastructure work is already underway. A significant reconstruction project along Transit Road is expected to continue through the summer.
Some of the worst road conditions remain under review, including heavily damaged sections in residential areas impacted by ongoing construction. Officials acknowledged that certain locations require more than repeated patching. Discussions are underway about milling and resurfacing entire stretches rather than continuing short-term fixes that fail under traffic and water damage.
It is unknown if this specific stretch at the intersection of Lincoln and Beattie Avenue is being considered to be completely repaved.
City leaders are also exploring how to fund larger repairs, potentially using state-provided infrastructure funds to address the most deteriorated areas more effectively.
