Shopper Unable to Pay for Food Freaks Out on Security; Forcibly Arrested by Niagara Falls Police

Niagara Falls Police responded to Tops on Portage Road around 1:15pm on June 10th after reports of an unknown problem.
Upon arrival, officers observed another officer already on site attempting to arrest a male suspect outside of tops. The male suspect was told several times he was under arrest but refused to follow commands to place his hands behind his back.
At this point, officers utilized force to subdue the suspect. He was then placed in the rear of a patrol vehicle and transported to police headquarters for booking and processing.
It is unknown if either the suspect or officers were injured as a result of the altercation.
According to the first officer on scene, the male suspect was inside tops having an issue with payment for merchandise and was unable to render payment. He then began to argue with Tops security and began to cause a scene within the store. He became irate, directing obscene language to the security officer and alarming other shoppers.
It was at this point officers had arrived and told the male suspect to leave the premises. After exiting the store, he refused to leave the parking lot.
