Dominican Man Accused of Killing Upstate New York Family Captured by U.S. Marshals

A man accused of murdering an entire family — including two toddlers — in an arson case in upstate New York has been apprehended in the Dominican Republic, U.S. Marshals announced Wednesday.

Luis Francisco Soriano, 31, was taken into custody near a hotel call center in Punta Cana where he had reportedly been working. Soriano is accused of carrying out a quadruple homicide in Irondequoit, New York, on August 31st, 2024. The victims included 30-year-old Fraime Ubaldo, 26-year-old Marangely Moreno Santiago, and their two young children, 4-year-old Evangeline and 2-year-old Sebastian, who all died when their home was allegedly set on fire following the attack.

"This case shook communities across both New York and Puerto Rico, and its impact was felt far beyond,” said U.S. Marshal Wilmer Ocasio-Ibarra in a statement. “The murder of two children and their parents in such a horrifying manner deeply challenged our sense of justice and human decency.”

Authorities said Soriano initially fled to Puerto Rico before escaping to the Dominican Republic. His arrest comes months after his older brother, 34-year-old Julio Soriano, was detained just days after the killings. Investigators believe the slayings were targeted and linked to a family dispute involving a cousin.

The victims’ home was reduced to ashes. Officials later determining the fire was deliberately set in an effort to destroy evidence of the quadruple murder. Autopsies confirmed the family had been killed before the fire.

Luis Soriano now faces four counts of second-degree murder along with federal narcotics charges. Dominican authorities are holding him as U.S. officials begin the extradition process.
