  • Niagara Falls Mayor Unveils Ambitious Plan to Transform Main Street as Second Terms Kicks Off

Mayor Robert Restaino, along with city government leaders, revealed an ambitious plan to reshape and transform Main Street in Niagara Falls. This marks a significant, and long overdue, step in the ongoing efforts to revitalize the USA side of the iconic tourist destination. Aiming to bring new life and development to the area, the City of Niagara Falls and Niagara Falls Urban Renewal Agency are currently in negotiations to acquire 23 properties along Main Street. Reported first by Buffalo Business First , the city is actively engaging with lenders to purchase these properties out of foreclosure. Mayor Restaino has confirmed that negotiations are underway with Niagara's Choice Federal Credit Union and CNB Bank, the parent company of BankOnBuffalo, to acquire the Rapids Theater and 22 of the 35 properties currently in foreclosure. These properties are currently owned by Niagara Falls North Development Fund One L.P. which is an affiliate of the Buffalo-based firm Blue Cardinal Capital. Once the foreclosure process is complete, the city plans to acquire these properties through its Urban Renewal Agency. Mayor Restaino envisions a partnership with Niagara University, state and county entities to develop university housing along Main Street. In an interview with WBEN , Restaino expressed his excitement about the potential for this development, stating, "We're not reinventing the wheel, there's university housing. We've just never taken advantage of it. It's really been sort of spread out into the community, which, in and of itself, has created its level of difficulty in some neighborhoods. So we're going to eliminate that issue and try to use that asset to revitalize that portion of Main Street." Encompassing Main Street to Whirlpool, the targeted area for revitalization stretches from Michigan Avenue to Niagara Avenue. This area is also part of the Downtown Revitalization Initiative (DRI) area, which previously received a $10 million grant from the state. Mayor Restaino believes combining this type of development with the funding from DRI will bring significant improvements to the area creating a vibrant and thriving community - a far cry from where it currently stands. Both Niagara's Choice Federal Credit Union and CNB Bank have shown willingness to support the city in this development. Mayor Restaino emphasized the importance of the Rapids Theater in the overall plan as it is already a familiar venue for university students. He stated, "We think if we're going to bring the students into that section of our Main Street and this venue - which is something they're already familiar with - is really in the hands of a responsible owner/operator, something that can start creating, at least, a recreational site for the students that are there, it'll spur some of those other storefronts that are along the Main Street corridor to also begin to provide those kinds of locations for students, and for all of us, really." While the initial focus is on university housing, Mayor Restaino believes that the stretch along Main Street can be utilized in various ways to cater to students and their families. He envisions the inclusion of vacation rentals, market-rate apartments, and even a boutique hotel to accommodate visiting parents. The plan has already attracted regional developers who see the potential for businesses and other entities to thrive in the area. Restaino expressed optimism for the initiative that could define his administration as Mayor, stating, "If that should happen and when - we're very, very hopeful that happens - I think what we do is we stretch the city. It no longer becomes just that six-, eight-, 10-block area right down in the Entertainment District. We start stretching the interest all the way up Main Street. And ultimately, with some of the other development that we're bringing to the City Market area, we start stretching it out more into the city, which is really the goal of our administration." The patrol vehicle moved behind the vehicle and attempted to conduct a traffic stop based on going 56mph in a 40mph zone, but the vehicle did not pull over. Officers were unable to get a complete license plate read due to a dark license plate cover on the rear of the vehicle and could only read the last four digits. However, it was Instagram that solved the investigation. According to the report his Instagram handle was on the back window. • NTSB Report Reveals that the Plane Went 'Straight down' Before Fatal Crash in Niagara County

An initial report from the National Transportation Safety Board (NTSB) has provided new insights into the tragic plane crash that claimed the life of a pilot in the Town of Porter last month. According to the report, the plane went "straight down" just moments before the crash which occurred just east of Old Fort Niagara. While the report does not specify the cause of the crash, it offers a timeline and description of the incident. The crash took place between 11:39am and 11:40am on July 20th, shortly after a parachutist had jumped out of the plane. Video footage obtained by investigators shows the aircraft pitching over in a dive and rolling along its vertical axis before disappearing from view. Witnesses interviewed by the NTSB reported seeing the plane descending "straight down" towards the ground before the crash. Another witness observed that one wing of the aircraft was pointed towards the ground while the other was pointed towards the sky as it descended. Tracking data ceased at 11:39:20am according to the report. At the same time the plane went down, a controller attempted to terminate radio services but received no response. Four minutes later, at 11:44am, another company airplane searching for the crashed plane spotted smoke on the ground approximately two to three miles west of the jump zone. The plane had crashed into a hill leading up to the southbound lanes of the Niagara Scenic Parkway. The pilot, identified as 26-year-old Melanie Gregor from the Town of Tonawanda, tragically lost her life in the crash. Gregor had been working for the company since April and had accumulated 1,449 hours of flight experience with just over 100 hours in the same make and model as the crashed aircraft. Georger attended Kenmore East and obtained a bachelor's degree in aerospace engineering from the University at Buffalo. Afterward, she started working to be a commercial pilot. Her father said that she was, "on the cusp of realizing her dream to fly for the airlines. She was doing what she loved.” The aircraft's most recent inspection was completed on March 24th. At the time of the inspection, the plane had accumulated 8,471 hours of operation and the engine had undergone a major overhaul with approximately 1,050 hours since. • Arrest Made in Eerie Tree Carving Mystery that Baffled Law Enforcement

The mysterious tree carver of Welland, Ontario, has been apprehended by the Niagara Regional Police Service bringing an end to the haunting tree carving saga that has captivated the community. A 40-year-old man was arrested on Monday and charged with mischief over $5,000 for chiseling intricate faces into the trunks of seven living trees. Constable Michael Malachowsky of the Niagara Regional Police Service confirmed the arrest and stated that the suspect was also charged with failing to comply with a bail condition in an unrelated case. The man is currently in custody and will remain there until a bail hearing scheduled for next week. The investigation was initiated last month after eerie faces began appearing etched into trees near Welland's city hall. While the Welland Downtown Business Improvement Area described the carvings as "unique carving pieces" on social media, city officials expressed concern over the irreversible damage caused by the cuts. Welland staff released a statement explaining that the ability of the affected Norway and Manitoba maples, as well as five poplar trees, to transport nutrients has been disrupted. This disruption leaves the trees more vulnerable to harmful diseases and pests. The statement emphasized that the carvings not only harm the trees but also impact the overall tree canopy which provides shade, oxygen, and habitat for wildlife. The city estimates that the damaged trees will need to be replaced in the coming years, resulting in a cost of up to $8,000 for taxpayers. The city believes replacement trees will be necessary to restore the environmental benefits and aesthetic appeal that the carved trees once provided. Niagara Falls Police were on routine patrol around 2am on August 15th when officers received a crash notification from State Farm. The vehicle was reported to be a 2015 Honda Civic. Upon arrival at 7-Eleven on the 6800 block of Buffalo Avenue, officers observed the vehicle parked out front with a single male driver. The engine was running. Officers knocked on the window to get his attention and, when the male rolled it down, a heavy odor of alcoholic beverage began to emanate from the interior of the vehicle. Incoherent, the male kept telling officers that he was “making phone calls” and couldn’t talk right now. Officers instructed the male to step out from the vehicle. He had bloodshot eyes and slurred speech, in addition to swaying when he stood. The male became extremely argumentative and accused a responding officer of being “a di*k” to him a few nights before. “To my knowledge, I have never had contact with [the male] before in my life,” said the officer in his official incident report. Officers asked the male several times if he wished to perform standard field sobriety tests and he refused. He was placed into handcuffs and led to the back of a patrol vehicle.  A search of the male’s vehicle revealed 9 empty, shooters, 11 full shooters and a Mini Unicorn Lookah which is used to smoke THC. All evidence was secured for processing. There was no crash located. However, the left front wheel cover to the vehicle was located on the sidewalk about 25 feet away. It appeared to police that the male might have struck the curb with his vehicle. The male was transported to police headquarters for booking and processing. According to the police report, his “non-sensical manor of speech continued” throughout. He was released on an appearance ticket. The incident occurred near Hyde Park Blvd around 3:45am on Thursday, August 8th. Emergency crews swiftly responded to the scene and discovered an unoccupied and heavily damaged 2008 Saturn Aura in a nearby field. Officers conducted a thorough search of the area and found the female, believed to be the driver, lying approximately 30 feet away from the vehicle. She was ejected from the vehicle. Niagara Falls Fire and AMR were called to the scene to provide medical assistance. The injured female was quickly transported by ambulance to Erie County Medical Center (ECMC) with life-threatening injuries. She remains in the Intensive Care Unit (ICU) and is facing multiple upcoming surgeries. Preliminary investigations suggest that the vehicle was traveling westbound on Buffalo Avenue when it veered off the roadway on the east side of Hyde Park Boulevard. The vehicle continued across the intersection, colliding with a street sign and trees on the Northwest corner before rolling approximately 300 feet and coming to a rest upright in the field. The crash is currently under investigation by the N.F.P.D. Crash Investigation Unit. It is unknown at this time what contributed to the crash, whether it be another vehicle or a medical condition. However, it is believed that alcohol or drugs were not a factor. Officers conducted a thorough search of the area using a drone operated by the UAV team, but no other occupants were found. The victim, identified as Lana Lucarini, recently graduated from Niagara Falls High School in June. She was an avid basketball player and had aspirations of playing in college. Additionally, Lana was a talented artist who enjoyed drawing and painting.
