  • Female Driver Falls Asleep while Driving, Tells Police she 'Sniffed fentanyl'

Niagara Falls Police were on routine patrol on Niagara Falls Boulevard around 8:30pm on March 30th when officers observed a driver crossing over the center line into the northbound lane while traveling east. The female driver then changed lanes without signaling and attempted to make a right-hand turn onto 56th Street, almost striking another vehicle. She then continued driving in the middle of the roadway causing other vehicles to swerve around her. The driver then approached a stop sign at the intersection of 56th Street and Buffalo Avenue. She was in the left lane waiting to make a left-hand turn. However, she did not drive when the light changed. The car remained idle. At this time, officers pulled next to the vehicle and observed the driver to be passed out behind the wheel. Officers notified dispatch and requested medical to respond. Officers attempted to open the passenger-side door but it was locked due to the vehicle still being in drive. More police arrived on scene and the officer was advised to make entry into the vehicle, which he did by striking the passenger side front window with an expandable baton. This shattered the window. Once the window broken, the driver woke up and attempted to start to drive the vehicle. The officer reached inside the door and unlocked the vehicle and then leaned in and put the vehicle in park. He removed the keys so that the driver could not restart the vehicle. Officers asked the driver to exit the vehicle and walk over to the sidewalk. Officers placed her through standardized field sobriety testing, all of which he failed. She was taken into custody on suspicion of driving under the influence of drugs. The female refused to give a breath or blood sample, stating that she did “sniff fentanyl” before operating the vehicle. The driver was also found to be driving the vehicle on a revoked license for a prior DWI conviction in 2022.   She was transported to police headquarters for booking and processing where she awaited arraignment. • Authorities Investigate Possible Impairment in Niagara Gorge Crash

Stock photo Officials are examining whether drugs or alcohol played a role in a crash that sent a pickup truck plunging into the Niagara Gorge. The Niagara County District Attorney’s Office Vehicular Crimes Bureau is now leading the investigation, which remains in its early stages. According to New York State Park Police, officers discovered potential evidence of drug and alcohol use inside the wreckage of a 2008 Toyota Tundra, which came to rest near the Niagara River rapids after the crash. However, authorities have not yet confirmed whether impairment contributed to the incident. The 42-year-old Niagara Falls man involved in the crash was first spotted by a passerby on an upper trail near the Aquarium of Niagara around 6:25pm Wednesday. The witness alerted law enforcement, reporting that the man appeared injured and disoriented. When police arrived, the man admitted to driving through a fence and into the gorge nea the Whirlpool Bridge. He claimed to have survived the 150-foot descent, freed himself from the wreckage, and climbed back up the gorge before walking nearly a mile toward the aquarium. Emergency responders treated the man for cuts and broken bones before transporting him to Erie County Medical Center. Upon further investigation, officers found tire tracks and a damaged section of fencing at the crash site. The wrecked and mangled truck was located at the bottom of the gorge, stopped by trees and thick brush. If it were not for the vegetation, the truck would have descended into the lower Niagara River. Authorities conducted an initial drone search of the area Wednesday night and confirmed that no other individuals were involved. For safety reasons, the crash site has been closed off to the public while officials assess how to remove the vehicle from the gorge. Niagara Falls Police responded to the 1500 block of 13th Street for a crash involving two vehicles that occurred around 11:15pm on March 31st. Upon arrival, officers met the male driver of the striking vehicle who confirmed he was driving and crashed into another vehicle. The driver stated that he was the only person in the vehicle. While speaking with the driver, officers detected a heavy odor of alcoholic beverage emanating from his breath as he spoke. The driver also had glassy eyes, which upon being pointed out to him he said it was because he “was crying.” The driver was then moved to the sidewalk for standardized field sobriety tests. On the sidewalk, the driver failed the horizonal gaze test. On multiple occasions, the driver was unable to follow the stimulus pen and kept moving his head while attempting to follow. He was also observed staring blankly into the distance instead of paying attention to the test. During the walk and turn test, he began too soon and couldn’t keep his balance. During the walking phase, he had to grab and hold onto a nearby fence and tree to help keep his balance and not fall. While undergoing the testing, he told officers that he had “one beer and that’s it.” The driver could not complete the one leg stand without losing his balance. After completing the testing, which he failed, the officer administered a breathalyzer. The driver submitted a sample of .14% BAC.   At this point, the suspect was placed into police custody. Officers read his Miranda Warnings at 9:04pm and he was transported to police headquarters for booking and processing.   No further information is available at this time. • Niagara Falls Water Board Officially Restarts Service Shutoffs to Recover $3.5 million Unpaid Bills

Niagara Falls Water Board, Buffalo Avenue Niagara Falls property owners behind on their water bills may soon face service cutoffs as the Niagara Falls Water Board prepares to resume shutoffs to address mounting unpaid balances. During a March meeting, Water Board Executive Director and General Counsel Sean Costello informed board members that the plan to reinstate service terminations is set to begin in the second quarter of 2024, starting April 1st. This move comes as a statewide moratorium on water shutoffs, originally implemented during the COVID-19 pandemic, is set to expire. Since the moratorium began in 2019, delinquent accounts have surged from $1.2 million to $3.5 million, placing a financial strain on the Water Board. With the restrictions lifted, officials have determined that resuming shutoffs is a necessary step to recover outstanding debts. Water bills are issued quarterly. The most recent batch was sent out on March 1st. Customers with unpaid balances will receive past-due notices by mid-April. If payments are still not received, door hanger notices will be placed at the property giving owners 48 hours to pay before service is disconnected. Board members raised no objections to the plan, signaling their support for the effort to recover the $3.5 million in overdue payments. • Economic Impact of Proposed Niagara Falls Data Center Released Amid Legal Battle with City

Rendering of Niagara Falls Data Center A newly released study by MRB Group projects that the proposed Data Center at Niagara Digital Campus in Niagara Falls will generate over $414 million in additional tax revenue over 20 years, potentially saving local homeowners an average of $730 annually. The study also estimates job earnings exceeding $1.66 billion, supporting nearly 1,000 jobs per year on average. However, the ambitious $1.5 billion project by Niagara Falls Redevelopment (NFR) is facing significant opposition from Mayor Robert M. Restaino who has instead pushed for the site’s use as a stadium, leading to an ongoing eminent domain lawsuit. Courtesy of NFR The MRB Group, a leading engineering, architecture, and municipal planning company, has released a comprehensive 24-page report detailing the fiscal benefits of the proposed data center (you can read it HERE). The study highlights the substantial tax revenue, job creation, and economic spin-off benefits anticipated from the state-of-the-art, 1.2-million-square-foot data center project. Partnering with Urbacon Data Centre Solutions Inc., NFR aims to develop a high-capacity facility consisting of nine buildings equipped with advanced server halls, network infrastructure, office space, and mechanical and electrical support areas. Key projected tax revenue benefits include: - $298 million in new property, sales, and gross tax receipts for the City of Niagara Falls and its School District over 20 years. - $54 million in additional property and sales tax revenue for Niagara County. - $63 million in sales tax revenues for New York State, primarily from energy usage at the data center. Courtesy of NFR “These numbers reinforce what we have said from the start—the Data Center at Niagara Digital Campus represents the best investment for Niagara Falls, creating well-paying technology jobs, substantial tax revenue, and long-term prosperity,” said Roger Trevino, Executive Vice President of NFR. “We are ready to begin this project immediately and look forward to working with the city.” Mayor Robert M. Restaino has fiercely opposed the project, advocating instead for the construction of a multi-use stadium on the same land. Restaino has initiated an eminent domain lawsuit against NFR in an attempt to seize the property, arguing that a stadium would provide a greater community benefit. Restaino has maintained that a a stadium can serve as a regional attraction, boosting local businesses and improving the quality of life for our residents. NFR has countered that the data center will provide more sustainable economic growth, pointing to the consistent revenue stream from property and sales taxes. The company has also raised concerns about the feasibility of the stadium project, questioning the city’s ability to secure sufficient funding and long-term operational viability. According to Dennis Elsenbeck, a consultant on the Niagara Digital Campus project, the data center would also stabilize electrical rates by expanding the city’s ratepayer base. Additionally, the development would bring significant infrastructure improvements, including a new substation and upgraded transmission lines. Courtesy of NFR Meanwhile, the legal battle over eminent domain remains unresolved, adding uncertainty to the future of the site. If the court rules in favor of the city, the land could be taken from NFR for the stadium project. If NFR prevails, the data center project will proceed, bringing what its proponents argue is a more substantial economic boost to Niagara Falls.   Economic Impact of Proposed Niagara Falls Data Center Released Amid Legal Battle with City

  • Police Investigating Fatal Double Shooting

Authorities responded to reports of a car crash near Cambridge Avenue and Scajaquada Street, southeast of ECMC, shortly before 7:30pm. Upon arrival, officers discovered two people inside the vehicle suffering from gunshot wounds. One victim was pronounced dead at the scene. The second was transported to ECMC, where they later succumbed to their injuries, according to a city spokesperson. Homicide detectives are leading the investigation. Authorities urge anyone with information to contact the Buffalo Police confidential tip line at (716) 847-2255. Recent federal crime data indicates that Buffalo, New York, continues to experience elevated violent crime rates compared to national averages. In 2021, the city reported a violent crime rate of 1,019.25 incidents per 100,000 residents, encompassing offenses such as murder, rape, robbery, and aggravated assault. This figure is significantly higher than both the national average of 367 per 100,000 and New York State's average of 358 per 100,000 during the same period. Despite these concerning statistics, recent local reports suggest a downward trend in certain violent crimes. In 2024, Buffalo recorded approximately 150 shooting victims, a substantial decrease from the over 350 incidents reported in both 2020 and 2021. Additionally, the city reported 30 homicides in 2024, down from 60 in 2021 and 54 in 2022. Police Investigating Fatal Double Shooting

Known by friends and family as “Vinnie” or “Chenzo,” he tragically passed away on March 23rd, 2025, at Mount St. Mary’s Hospital in Lewiston. Born on July 23rd, 2010, Vinnie was a lifelong resident of Niagara Falls and was cherished by those who knew him. He had a deep love for football, especially the Detroit Lions, and enjoyed playing basketball, drawing, and playing video games. Those that knew him best pointed out the pride he took in his clothing and personal style, highlighting his passion for fashion. Vinnie is survived by his parents, William Caskinett II, Stephanie Fancher, and step-father James Fancher as, as well as his siblings William, Cameron, and Lily. He also leaves behind loving grandparents, aunts, uncles, and cousins who will forever cherish his memory. One fellow student, Nathan, shared the following about him: " Vinnie and I were never close friends, but I always remember during the school days where he’d always be the funniest kid in class and I’d look forward to hearing him make whatever dumb jokes he’d make and laugh with him. He always knew how to light up a room and make it glow. Such an amazing, kind, genuine soul. Wherever he may be, I hope he is happy." Another student in his class echoed those sentiments, saying how Vinnie always wanted to "put a smile on your face." Cameron shared his love for his brother: "Vinnie was my built in best friend - even when we hated each other we still loved each other. Vinnie has always been my biggest supporter. He always knew what to do when I was lost. I don’t know what I'm gonna do to figure life out without his advice. I will always love you. You’ll forever be my baby." Jayden wrote the following message for his friend: "Vinnie was one of my best friends. He was always there to crack a joke. He was always there to lift me up when I was upset. One really good memory I have with vinnie was when we had a big sleepover at my house for the first time in 7th grade and we made a huge fort on my trampoline. In the middle of the night it started raining and we had to wake vinnie up. When he finally woke up he started saying a bunch of random things and then asked us 'why don’t we just go leave now' and we just thought it was the funniest thing ever because the next morning he recalled himself just waking up and going back to bed inside and completely denying what he said. Miss you Vinnie I hope you're watching from up there." Skyla wrote about her lifetime friendship: "Vinnie is what I will forever consider a true friendship, a best friend, and someone to cheer you up and help you when you need it. Vinnie and I met in elementary school and he was one of the best people I knew. We’d always walk home and laugh until we departed, our moments are now many of the best memories I have. Vinnie was my best friend and in my heart he’ll always hold that marker, never in a million years would I expect to be without him. Vinnie was someone that could always brighten a persons mood with one of his smiles. I honestly don’t know what to do without you here. I will miss you everyday Vinny winny, I love you." As the Niagara Falls High School community comes together to remember Vinnie, his kindness, enthusiasm, and spirit will never be forgotten. • Ortt Pushes for Casino Revenue Legislation to Support Niagara Falls

Niagara Falls community organizations are rallying behind State Senator Rob Ortt’s push for the passage of Senate Bill 3618, which aims to secure a stable flow of casino revenue funding for local nonprofits and public institutions. Standing alongside Assemblyman Angelo Morinello and representatives from key Niagara Falls organizations, Ortt urged lawmakers to act on the bill to ensure continued financial support for crucial community services. The proposed legislation would amend New York’s state finance law, allocating 80% of annual casino revenue to the City of Niagara Falls for economic development, public health, safety initiatives, and infrastructure improvements. The remaining 20% would be distributed among various organizations including Niagara Falls Memorial Medical Center, Destination Niagara USA, the Niagara Falls City School District, the Niagara Falls Housing Authority, Mount St. Mary’s Neighborhood Health, and the Niagara Falls Underground Railroad Heritage Commission. If passed, the bill would provide: -5.5% (up to $750,000) for Niagara Falls Memorial Medical Center -5.5% (up to $750,000) for Niagara Falls City School District -7% (up to $1 million) for Destination Niagara USA -1% ($200,000 minimum) for the Underground Railroad Heritage Commission -$50,000 each for Mount St. Mary’s Neighborhood Health Center and the Niagara Falls Housing Authority Ortt emphasized that these entities have played a vital role in strengthening the Niagara Falls community and should not be forced to negotiate their funding on an annual basis. He called on his colleagues in the state legislature to approve the bill, ensuring reliable financial support for education, healthcare, housing, and tourism efforts. Morinello echoed Ortt’s sentiments, stressing that the funding previously provided under the state’s compact with the Seneca Nation was instrumental in sustaining these institutions. Without guaranteed revenue, many of these organizations face budget shortfalls that could disrupt essential services. Leaders from the affected organizations underscored the importance of maintaining casino revenue funding. Mark Laurrie, Superintendent of the Niagara Falls City School District, highlighted how past funding has enabled significant investments in student facilities, while Niagara Falls Memorial Medical Center President Joseph Ruffolo emphasized the economic and social impact of continued financial support for healthcare, education, and tourism. John Percy, CEO of Destination Niagara, warned that the expiration of the previous funding agreement has already forced a 20% budget reduction, threatening the city’s tourism economy. Without a solution, Destination Niagara could face further cuts in 2026. Senate Bill 3618 remains in committee, but supporters hope lawmakers will recognize the urgent need to pass the legislation. If approved, the bill would guarantee a consistent revenue stream for Niagara Falls organizations.   Ortt Pushes for Casino Revenue Legislation to Support Niagara Falls

  • Niagara Falls Community Rallies Behind Young Girl Battling Deadly Stage 4 Cancer

6-year-old Evelyn Rivera, a kindergarten student at Henry J. Kalfas Elementary School in Niagara Falls, is courageously fighting a rare and aggressive form of cancer. As she undergoes extensive treatment, the community is stepping up to support her and her mother, Lineshka, during this challenging time. Evelyn’s health battle began in June 2024 just weeks before her 6th birthday when she was diagnosed with an ovarian teratoma. Ovarian teratomas are rare tumors that develop from germ cells and can contain various types of tissue such as hair, muscle, or bone. While some teratomas are benign, others can become malignant requiring immediate medical intervention. Evelyn underwent surgery to remove the mass and, initially, her recovery seemed promising. However, last month she was hospitalized at Oishei Children’s Hospital after experiencing severe stomach pain and swelling. Doctors discovered a pelvic mass and nearly three liters of fluid buildup. Further testing led to a devastating diagnosis: Stage IV high-grade glioma consistent with gliomatosis peritonei. This condition, an extremely rare and aggressive form of cancer, has spread throughout her body. The treatment now required is extensive. With Evelyn now facing long-term hospital stays, weekly visits from traveling nurses, and demanding 6-day inpatient treatments, her mother has had to take extended unpaid leave from work to be by her side. The financial burden of medical expenses and lost wages has become overwhelming. To help ease the strain, a teacher at Kalfas Elementary has launched a GoFundMe campaign to support Evelyn and her mother. The fundraiser aims to provide financial relief so Lineshka can focus on her daughter’s care without added stress. Community members are encouraged to contribute in any way they can to assist this brave young girl and her family. • Plans for Sonic Drive-In in Niagara Falls Put on Hold Amid Disagreements

The anticipated arrival of a Sonic Drive-In in Niagara Falls has been shelved indefinitely due to unresolved issues between stakeholders. The proposed restaurant, which was set to be built near the Fashion Outlets of Niagara Falls, NY on Military Road, will no longer move forward as originally planned. Announced last year by the Western New York franchise holder, the $2.5 million project aimed to replace a vacant outparcel building with a 2,500-square-foot restaurant featuring two drive-thru lanes and 15 delivery stalls. However, obstacles during the planning and approval process ultimately led to the project's cancellation. Despite the setback, there remains interest in bringing Sonic to the Niagara Falls area in the future. For now, residents will have to wait as discussions continue on whether an alternative location or revised plans might be considered. • Veteran Defense Attorney Herb Greenman Takes Over as Niagara County Public Defender

After decades of representing high-profile clients, including politicians, business executives, and law enforcement officers, prominent Buffalo attorney Herbert Greenman has transitioned into public service. At 78, Greenman has stepped into a new role as the chief public defender for Niagara County, leading an office responsible for handling thousands of cases each year for individuals who cannot afford legal representation. The change in leadership follows an internal investigation into alleged misconduct within the Public Defender’s Office. A private Buffalo law firm was brought in to examine claims that some attorneys engaged in unprofessional behavior, including excessive drinking during lunch, falsifying time records, and making inappropriate remarks in the workplace. The findings, presented in early February prompted the resignation of former Chief Public Defender Nicholas Robinson and the departure of First Assistant Vincent Sandonato who transferred to another county position. Prior to accepting this position on March 1st, Greenman had been preparing to step back from his career as a senior partner at Lipsitz, Green, Scime, Cambria. While he was ready to reduce his workload, he was not prepared to retire completely. One of the immediate changes Greenman is implementing includes stricter workplace policies. Attorneys will now be required to work in the office unless they are attending court or conducting official business elsewhere, a shift from previous remote work practices. With over 7,000 cases passing through the Public Defender’s Office annually, Greenman’s leadership marks a significant turning point as Niagara County aims to rebuild trust and ensure effective legal representation for those in need. • Niagara Falls Residents Outraged Over New Limits on Public Comment at Council Meetings

A controversial resolution passed by the Niagara Falls City Council on Wednesday, March 26th, has sparked outrage among residents who feel their voices are being stifled. The new rules impose stricter time limits on public comment and restrict the number of speakers on any given topic, leading many to accuse city leaders of silencing dissent. The council is currently under democratic control. The resolution, approved by a 4-1 vote, reduces individual speaking time from five minutes to three and caps the number of speakers per topic at three. Additionally, it grants the council chairperson the authority to cut off any speaker deemed to be “verbally attacking” government officials, organizations, or private entities. Council Chair James Perry led the push for these changes following multiple contentious meetings where residents shouted at council members and engaged in heated exchanges. Wednesday’s meeting was no exception, as community members spoke out for over an hour against the resolution forcing a recess due to the overwhelming backlash. Many residents saw the resolution as an attempt to suppress criticism rather than maintain order. “We elect our representatives to serve us, not to protect themselves from tough conversations,” one resident argued. “Since when did public meetings become a privilege instead of a right?” Another resident issued a stark warning: “If you take the voice away from the people, we will take your seat away. We don’t want leaders who refuse to listen.” Originally, the resolution included 13 changes, but the final version passed with 12 after amendments were made during the recess. One of the most contentious provisions, limiting the number of topics residents could discuss, was removed. This allows public comments on agenda items and a designated “for the good of the community” segment to continue. It is unclear how this resolution will impact the upcoming city council race where multiple seats are up. Niagara Falls Residents Outraged Over New Limits on Public Comment at Council Meetings

  • Niagara County DA Takes Over Investigation of Erie County Sheriff's Narcotics Chief’s Crash

The Niagara County District Attorney’s Office has been assigned as a special prosecutor in the investigation surrounding last April’s car crashes involving Erie County Sheriff’s Office Chief of Narcotics Daniel “D.J.” Granville. Erie County District Attorney Michael Keane announced the appointment on Wednesday, citing a potential conflict of interest within his office. The Buffalo Police Department’s Internal Affairs Division had recently reached out to the Erie County DA’s office for consultation on the case. However, Keane noted that a family member of Granville works in his office, raising concerns over the appearance of impropriety. As a result, he sought the appointment of an outside prosecutor, which Erie County Judge Sheila DiTullio granted. Niagara County District Attorney Brian Seaman confirmed that his office would review the matter upon receiving the official court order. The case stems from an incident on April 11th, 2024, when Granville crashed a county-owned, unmarked pickup truck into seven parked vehicles. Some of the collisions occurred while driving the wrong way on a one-way street. Despite the severity of the crash, Granville only received a moving violation, which was later reduced to a jaywalking charge. Police reports from the incident were signed by Buffalo Police Lt. Lucia Esquilin, who is Granville’s sister-in-law. It was then revealed that Granville had personal and financial ties to Keane’s office. His sister-in-law, Kristen Granville, works as a legal secretary and former victim advocate for the Erie County DA’s Office. Additionally, Granville had donated $550 to Keane’s political campaign in 2024 and appeared in a political advertisement supporting Keane’s candidacy. This is not the first time the Granville family has been involved in a similar incident. In 2016, D.J. Granville’s brother, William “Billy” Granville, crashed an unmarked county-owned sedan into a parked car in Buffalo’s Old First Ward. The handling of that case also drew public scrutiny at the time. With the Niagara County DA’s Office now overseeing the investigation, officials hope to provide a transparent and impartial review of the events surrounding Granville’s crash and any potential misconduct. Allen, fresh off signing a historic six-year, $330 million contract with $250 million guaranteed, has also been enjoying an offseason filled with major milestones. In addition to his engagement, the 28-year-old quarterback was named the AP's Most Valuable Player at the NFL Honors. Meanwhile, Steinfeld has been focused on her career, launching her own canned margarita brand and promoting her upcoming film, Sinners. The couple made sure to join Allen’s family in Northern California for his nephew Kash’s birthday celebration. Allen’s sister, Nicala Madden, and her husband, Brayden Madden, hosted the party for their son, who turned two on March 22nd. Nicala shared heartwarming photos and videos from the event on Instagram, writing, "What a way to bring on year 2 with our sweet Kashy Boi! We all love this sweet boy so dang much! Thanks to everyone who celebrated with us today. Kash might not remember this day when he is older, but we will, and we have lots of photos to show how much fun was had!" Although Steinfeld has been spotted at high-profile events like the Vanity Fair Oscars Party, she and Allen had not been photographed together since early February at the NFL Honors. Just last week, Steinfeld expressed her excitement about their engagement in an interview with People Magazine, calling it, "such a special time for so many reasons. I couldn’t be more excited. I’m so happy—we’re so happy—and we’re just soaking in every moment." Josh Allen and Hailee Steinfeld Celebrate Nephew’s Birthday
