AMR was requested for treatment and to transport the male to St. Mary’s Hospital. The male stated he was “hanging out with a couple of dudes” and some point “they attacked me.” He also stated that his android phone, wallet with two credit cards in it and $150 cash were stolen from him. Overall, his story was incoherent as he appeared to be teetering in and out of consciousness. Officers asked him a variety of questions about the incident, but he had a lot of trouble remembering where, when and what led him to getting attacked and robbed. He was unable to give a formal statement and was soon thereafter transported to St. Mary’s Hospital for treatment. The suspect punched her in the face and then violently knocked her out of the wheelchair, leaving her lying on the ground immobilized. Police observed injuries to the victim's face and she complained of head pain. AMR was requested and she was transported to Niagara Falls Memorial Medical Center for treatment. Officers then spoke with a passerby who stated the victim was taking to the unknown suspect and he got “very angry out of nowhere.” After the incident, the suspect fled eastbound on Niagara Street and dropped his cellphone. While police were still on scene, an unknown female approached officers stating that the male suspect dropped her cellphone. She was told that the male would have to come and retrieve it, at which time the female because angry and left. The suspect was described as a black male approx. 5’ 10”, thin build, was not wearing a shirt, and believed to be a juvenile. No further information is available.

Officers attempted to make contact with the male after observing him commit the violation and announced themselves as “police” and to “stop.” The male continued to walk away and increased his pace. Officers also noted that the male appeared to be protecting/hiding his backpack, including one moment when the male placed his hands behind his back near a belt he was wearing. It was unclear at this time whether the male head a weapon. The official incident report does not state how officers were able to subdue the male, but they were able to place him in handcuffs. The male was reluctant to give his name, but eventually did so. Officers searched the male and his backpack “incident to arrest” as he had “obstructed officers upon initial approach.” The male was found to be in possession of multiple burglary tools including two flashlights, a box cutter and a hatchet. The male stated, “it’s just a BB gun.” Upon further investigation, it was determined that the male was in possession of a black glock replica gun. “Throughout my experience as a police officer it is common for individuals to use imitation pistols to commit felonies,” wrote the responding officer. Law enforcement noted in their report that all of the factors and circumstances of observing the male’s behavior, mannerisms, movements, and proximity to gun-related and high crime areas "to support unlawful use of a firearm." While searching the male to transport him to police headquarters, officers emptied his pockets and observed suspected narcotics. He was transported to police headquarters for booking and processing. The Oswego County Sheriff's Office announced recently that the body of a man who went missing at Niagara Falls State Park over three decades ago has been identified. The man, Vincent C. Stack, was reported missing from Buffalo on December 4th, 1990 and believed to have gone over the falls. His remains were discovered on April 8th, 1992, on the shore of Lake Ontario, specifically at Novelis Point, just outside the city of Oswego. Stack's journey from Niagara Falls to Novelis Point was a remarkable one. He would have traveled approximately 15 miles to reach the mouth of the river, and then over 130 miles across Lake Ontario over the course of 16 months. Despite efforts to identify him at the time, the badly decomposed and mostly skeletal remains remained unidentified. In 2022, the Oswego County Sheriff's Office renewed their efforts to identify the remains. Through the use of DNA samples and collaboration with Canadian authorities, Stack was finally identified. The Sheriff's Office also revealed that they are actively working on several other missing persons and unidentified remains cases in the Lake Ontario area. The identification of Vincent C. Stack's remains brings closure to a decades-long mystery and provides answers to his family and loved ones.

- Attempted Kidnapping at Gunpoint Ends with Arrest in Niagara Falls
This week a significant development occurred in the investigation of a robbery and attempted kidnapping at gunpoint incident that took place in Niagara Falls, Ontario, on June 27th, 2024. Niagara Regional Police officers responded to a report of a robbery and attempting kidnapping. According to the investigation, the incident occurred between 2:15 and 2:30am outside a bar situated at 5899 Main Street, Niagara Falls ON. It is alleged that a male adult victim and two male suspects were involved in the incident. One of the suspects reportedly brandished a black pistol firearm and threatened the victim, demanding that he enter a vehicle. However, the victim refused to comply. Both suspects then attempted to push the victim into the vehicle while assaulting him. Despite the assault, the victim managed to escape from the suspects. Unfortunately, the suspects were able to steal the victim's jewelry during the altercation. The victim sustained non-life-threatening injuries. On July 10th, 2024, detectives executed a search warrant in the area of Culp Street and Drummond Road in the City of Niagara Falls. During the search, detectives seized several items, including 95.8 grams of powder cocaine with an estimated street value of $9,600, as well as $1,060 in Canadian currency. As a result of the search, Jared Patcheson, a 22-year-old individual, was arrested and charged with multiple offenses, including robbery (firearm), kidnapping, possession of proceeds of property obtained by crime under $5,000, and possession of a schedule I substance for trafficking (cocaine). Patcheson is currently in custody. Law enforcement is still attempting to identify the second suspect and believe there were witnesses present who could provide additional information. Niagara Falls, ON was the scene of a tragic incident on Monday morning when police officers were forced to fatally shoot and kill an aggressive dog that had attacked residents in a home and one of the responding officers. The incident unfolded just before 8:30am when the Niagara Regional Police received a distress call from a residence located in the vicinity of Margaret Street and Argyll Crescent. According to the police, upon their arrival at the scene they were confronted with a harrowing situation as the dog immediately launched an attack on one of the officers, biting him on the hand. Despite the officer's efforts to defend himself, the dog persisted and lunged at him once again. In order to safeguard their own safety and that of the residents, the officers made the difficult decision to euthanize the dog. Authorities have identified the dog as a pit bull. The officers discharged their firearms as a last resort to protect themselves from the dog's aggressive behavior. Constable Jesse Vujasic, a media officer, explained in an email that the officers had no choice but to take this action in order to ensure their safety and that of residents. Fortunately, the injuries sustained by the officer and two residents were determined to be non-life-threatening. They were promptly transported to a nearby hospital for medical treatment. The incident is currently under investigation by the Niagara SPCA and Humane Society, as well as 2 District NRP detectives and the forensic services unit. As part of the ongoing investigation, authorities are looking into whether the dog resided at the home or how it gained access to the premises if it did not belong there. Understanding the circumstances surrounding the incident will be crucial in determining any potential liability or negligence. This unfortunate event serves as a stark reminder of the challenging decisions that law enforcement officers sometimes face in order to protect themselves and the public. - Female to Officers Before Arrest: “I’m stuck on the toilet and can't get up”
Niagara Falls Police responded to the Enjoy Motel on the 5600 block of Niagara Falls Boulevard around 12:00pm after reports of a disturbance, which ended up resulting in the arrest of a female stuck on the toilet who needed medical attention. Upon arrival, police spoke to a female who was inside room #10 sitting on the toilet. The female told officers that she was “stuck on the toilet and could not stand up.” The female then asked for medical attention. An AMR unit arrived on scene at which time the female voluntarily walked outside of her room and began heading towards AMR. As the female stepped inside of the vehicle, officers observed her to start aggressively swinging her hands at the paramedics attempting to punch them. The female was screaming, acting irate/violent, and intentionally causing a public disturbance. Officers then handcuffed the female and placed her in the back of a patrol vehicle. She was transported to police headquarters for booking and processing. She was released with an appearance ticket. No further information is available.

The Buffalo Police Department has released body cam footage from a routine traffic stop that quickly escalated and resulted in a tragic outcome. The video, captured by officers Ronald Ammerman and Jonathan Crawford, shows the moment when Ammerman fatally shot 25-year-old Daveon Roberts. Both officers have been placed on mandatory administrative leave pending further investigation. During a news conference on Thursday afternoon, Commissioner Joseph Gramaglia stated that he believes the use of force was justified. "Reviewing the video, going through the evidence that we have, I do believe that is a justified use of force that occurred the other night," he said. "When you take into account the fact that the officer found himself in a grave risk of serious physical injury or death, the use of that level of force is justified, in this case." Upon approaching the vehicle, the officers noticed a 6-year-old child in the front seat without a seatbelt and requested identification from the driver. Roberts. Roberts reportedly informed the officers that he did not possess a driver's license or photo ID. He then showed one of the officers a picture of a Georgia ID on his phone, but the officers were unable to verify its authenticity. The officers proceeded to ask Roberts to step out of the vehicle, but instead, he accelerated and drove off with one of the officers still holding onto the open car door. In the body cam video, the officer can be heard pleading with Roberts to stop, desperately exclaiming, "You're going to kill me, you're going to kill me." The vehicle reportedly reached speeds as high as 60 mph while the officer clung onto the door. Commissioner Gramaglia defended the actions of his officer, stating that he chose to hold onto the car door rather than letting go when the vehicle began to drive away. " The car accelerated at such a rapid speed," Gramaglia explained. "I believe — and this is just my opinion — I believe that he found himself going at such a fast speed that if you let go, you're potentially looking at very serious physical injury or death." The incident is currently under investigation and the Buffalo Police Department will provide updates as more information becomes available.

Niagara Falls Police responded to the 500 block of 20th Street around 10:30am after a suspect uses stolen credit card at ATM and buys items from two stores. Upon arrival, police spoke with the complainant who stated that someone entered her vehicle overnight and stole her wallet which contained multiple social security cards, a credit card and debit card. The wallet itself was worth $30. Shortly thereafter, she got a notification from the credit card company that the credit card was used at an ATM at Tops on Portage Road. While at Tops, the suspect used the credit card for a purchase totaling $38.76. The ATM did take a photograph of the male. The suspect used the card at one other establishment before trying and failing at a third location. The suspect is described as a black male who was wearing a black shirt, grey sweater, hat and sweats. Officers checked the three stores for video footage but had negative results. Records indicate that Roberts was indicted in June on charges related to firing gunshots following a vigil for his brother. Earlier in the day, two other tornadoes were reported in Chautauqua County and Erie County. This tornado had estimated peak winds of 110 mph, traveled three miles, and had a width of 150 yards. Damage was reported along Henry Road in Arkwright, with additional tree damage on Putnam, Zahm, and Bradigah roads. The second tornado touched down in the Town of Eden at 12:40pm and lasted for four minutes. Classified as an EF-0, it had an estimated peak wind of 85 mph, traveled nine-tenths of a mile, and had a width of 75 yards. The area around Gary Drive and Sauer Road experienced the most significant damage. Severe storms swept across Western New York causing widespread damage and leaving communities grappling with the aftermath.
