- Three Airmen from Niagara Falls Airbase Receive the Distinguished Flying Cross Award
Press Release On December 8th, 2024, three Airmen assigned to the 914th Aeromedical Evacuation Squadron at the Niagara Falls Air Reserve Station received the Distinguished Flying Cross Award with “C” device for their actions during Operation FREEDOM SENTINEL in August of 2021. Capt. Megan Taggart, Flight Nurse, Lt. Joseph Hansen, Flight Nurse, and Master Sgt. Jerry Thorn, Aeromedical Evacuation Technician were the three recipients of this prestigious award. The Distinguished Flying Cross Award is a military decoration that is presented to those who distinguish themselves through acts of heroism or extraordinary achievement, while participating in aerial flight. According to the Air Force Personnel Center, the DFC is the highest award for extraordinary aerial achievement, as well as the fourth highest award for heroism. The “C” device was established to distinguish an award earned for exceptionally meritorious service or achievement performed under combat conditions. “This is a really big deal,” said Col. Joseph “20 Grit” Contino, Commander of the 914th ARW. “Valor like this goes back to when this all started, long before air flight.” The first DFC award citations were presented by President Calvin Coolidge in May of 1927, to the Army Air Corps crew of the 1926-27 Pan American Goodwill Flight, for their five ship, 22,000-mile flight. Coolidge presented the first DFC award medal in June 1927 to Capt. Charles Lindbergh, for his solo flight across the Atlantic Ocean. Hansen, formerly a Master Sgt. at the time of the operation, became a commissioned officer and changed job titles from an Aeromedical Evacuation Technician to a Flight Nurse. Thorn has also upgraded from Tech. Sgt. to Master Sgt. since the operation. Hansen, Taggart, and Thorn were assigned to the 405th Expeditionary Aeromedical Evacuation Squadron, 407th Expeditionary Group, 386th Air Expeditionary Wing at Ali Al Salem Air Base in Kuwait. The three acted in response to a suicide bomber that triggered a mass casualty evacuation operation at Hamid Karzai International Airport in Kabul, Afghanistan. Taggart, Hansen, and Thorn performed pivotal roles in the safe and successful evacuation of 11 multi-national and joint-service casualties. The evacuation included three ventilated critical care patients, eight non-critical patients, and five attendants. “Especially to medical people, most of the time it’s like ‘Well, this is just what we do,” said Contino. “Well, no. It’s not, ‘just what you do’.” Taggert served as a critical lead for her Aeromedical Evacuation Team. Her professional nursing skills and leadership were essential to the safe transportation of those involved in the evacuation. “It was chaotic, there were all sorts of people there that were not patients, and you don’t really know what’s going on,” said Taggart. “People just want to get on a plane and get out of the country.” Hansen and Thorn were among the first ones mobilized in response to the event. After learning about a second explosion while en-route to Kabul, Hansen and Thorn assisted in mission planning for mass casualty care with limited resources. “It’s hard to train for the unexpected and when you don't know what’s coming,” said Hansen. “We try to do that here and I feel like that helped all of us for when that situation and time came. We, as a crew, were well prepared so that let us do our job effectively.” Taggart, Hansen, and Thorn’s clinical management, attention to detail, and calm demeanor aided the patient evacuation operation to a higher echelon of care and further surgical intervention, with a 100% patient survival rate. Additionally, all three assisted the Critical Care Air Transport Team and two flight surgeons while performing life-saving operational support for critically wounded patients. “Congratulations, thank you for your service, and thank you for doing what needed to be done, with the skills that you have,” said Contino. “I guess I don't feel the brevity of it,” said Taggart. “Despite what Col. Contino said I really feel like we were just doing our job. That’s our mission, that’s what we train for.” Their team’s efforts culminated into the single largest aeromedical evacuation airlift in Kabul Coalition Hospital history. “It's not very common that you would deploy with your squadron members and also be on a crew with them. We’re trained to inter-mesh with other squadrons from all over the country,” said Taggart. “Being with each other, we know each other's strengths and weaknesses, so we know who is going to do what task the best. That was a definitely a benefit.” “When we knew what happened at HKAI, and we were ecstatic that we were tasked,” said Taggart. “Everyone wanted to be the crew picked to go on this mission.” Thorn said even though they wanted to be the ones to go help, there were a lot of unanswered questions when it came to the mission, but, despite the questions, they train to be flexible. “When we went and got our briefings, any question we asked was answered with, ‘I don't know,’” said Thorn. “‘How many patients are we getting? I don't know. Is the airport secure? I don’t know. Do you know what the threat level is out there? I don’t know, consider it high.’” Thorn said even with the uncertainty, there was no hesitation from anybody in the crew. Everybody knew what they were supposed to be doing and there was no pushback, which contributed to the success of the mission. “It is super humbling that we were the ones picked to receive this award,” said Thorn. “You go out, you do the mission, and you don’t expect anything like this.” Pride, gratitude, and humbling were the words they used to describe the feeling of being pinned with this award. Hansen said it was a long day filled with a lot of emotions. "When we reached our destination and that ramp opened up, just seeing the sigh of relief on some of their faces, that they knew they were out of immediate harm's way, that was rewarding in itself." - Vehicle Chase in Niagara County Ends with Juveniles Losing Control of Vehicle
On 12/14/24 at 0425 hours, Deputy Bull observed a vehicle commit a traffic violation in the area of Schultz Road in the Town of Wheatfield. Deputy Bull activated his lights and sirens and the vehicle failed to yield, continuing northbound on Schultz Road. The vehicle struck a stop sign at Schultz and Moyer Roads, causing it to become trapped under the suspect vehicle. The suspect vehicle fled southbound on Shawnee Road and continued onto Erie Avenue in the City of North Tonawanda. The vehicle crossed over Division and Twin Cities Memorial Highway continuing onto the railroad tracks. The vehicle lost control and drove into the landscaping at 525 Wheatfield Street. The suspect vehicle became stuck on the landscape blocks. The six occupants fled the vehicle on foot. Four of the six occupants were detained by patrol units. The occupants were all identified as juvenile males. The juvenile’s guardians were notified and responded to the Niagara County Sheriff’s Office. The suspect vehicle was reported stolen on 12/13/24 out of the Town of Grand Island. The juveniles were charged with Criminal possession of stolen property in the 3rd degree (D Felony), Obstruction of Governmental Administration 2nd (A-misdemeanor), Unlawful Fleeing of a Police Officer in a Motor Vehicle 3rd (A-misdemeanor) and numerous vehicle and traffic citations. A woman from the Town of Tonawanda filed a lawsuit against former Buffalo Bills WR Eric Moulds alleging that he knowingly transmitted the herpes simplex virus type 2 to her. The plaintiff, who has chosen to remain anonymous, claims in her legal filing that Moulds was aware, or should have been aware, of his sexually transmitted infection and failed to disclose this information prior to their intimate relationship. According to the lawsuit, the situation escalated when Moulds’ pregnant fiancée reached out to the woman, advising her to get tested for sexually transmitted diseases. The plaintiff also reported discovering through social media that other women had made similar claims against Moulds regarding STD transmission. The Plaintiff described her motivation for filing the lawsuit in an interview with the Buffalo News, stating she wanted to protect other women from experiencing what she described as Moulds’ predatory behavior. Eric Moulds’ attorney, Frank LoTempio III, responded to the allegations, asserting that the claims in the lawsuit are untrue. - Driver who Killed 74-year-old Woman in Walmart Parking Lot will not Face Charges
The Niagara County District Attorney’s Office announced that the driver involved in a fatal incident at a Walmart parking lot in North Tonawanda will not be prosecuted. The incident, which occurred on September 27th, resulted in the death of 74-year-old Faye Haner who was struck while walking through a crosswalk. According to officials, New York state vehicle and traffic laws typically do not apply in parking lots unless there is evidence of driver impairment. The Assistant District Attorney explained that the investigation revealed the driver was navigating the parking lot at a high speed but had slowed down and stopped at least once before the collision. The driver was focused on locating a parking space rather than watching for pedestrians. Witnesses indicated that Haner had just exited the store and entered the crosswalk when she attempted to cross in front of the approaching SUV. Unfortunately, she was struck and pinned beneath the vehicle and pronounced dead at the scene. The driver, who has not been publicly identified, remained at the scene and cooperated with law enforcement. Tests showed no signs of intoxication and, without evidence of impairment, authorities were unable to cite the driver for any moving violations. In a significant change to the law, a new regulation prohibiting reckless driving in parking lots with four or more spaces was signed by Governor Kathy Hochul on October 23rd, just weeks after the incident. The law does not apply retroactively. Had the incident occurred after this law was enacted, the driver could have potentially faced charges for reckless driving. The District Attorney’s Office also considered the possibility of charging the driver with criminally negligent homicide but ultimately determined that they could not prove the necessary elements of negligence required for such a charge. Following the incident, the driver will participate in a standard administrative hearing conducted by the state Department of Motor Vehicles, which is customary after fatal accidents. Meanwhile, Haner’s husband is contemplating a civil lawsuit against the driver and is also exploring legal action against the parking lot owner and other potential parties. - Fish and Wildlife Service Proposes Endangered Species Act Protection for Monarch Butterfly
The U.S. Fish and Wildlife Service is proposing protection for one of the nation’s most beloved species -- the monarch butterfly -- and is encouraging the public to be part of its recovery. The Service is seeking public input on a proposal to list the species as threatened with species-specific protections and flexibilities to encourage conservation under section 4(d) of the Endangered Species Act (ESA). Public comments will be accepted on the proposal until March 12, 2025. The Service will then evaluate the comments and any additional information on the species and determine whether to list the monarch butterfly. “The iconic monarch butterfly is cherished across North America, captivating children and adults throughout its fascinating lifecycle. Despite its fragility, it is remarkably resilient, like many things in nature when we just give them a chance,” said U.S. Fish and Wildlife Service Director Martha Williams . “Science shows that the monarch needs that chance, and this proposed listing invites and builds on unprecedented public participation in shaping monarch conservation efforts. Providing monarchs with enough milkweed and nectar plants, even in small areas, can help put them on the road to recovery. Working together, we can help make this extraordinary species a legacy for our children and generations to come.” For more than 50 years, the ESA has been an effective catalyst for on-the-ground collaborative conservation, promoting the recovery of wildlife and conserving the habitats upon which they depend. This proposed rule will help build on and enhance monarch conservation efforts while balancing activities in support of economic growth. With its notable orange and black markings, the monarch butterfly is one of the most recognizable insects in the world. In North America, monarchs are grouped into two long-distance migratory populations. The eastern migratory population is the largest and overwinters in the mountains of central Mexico. The western migratory population primarily overwinters in coastal California. In the 1980s, over 4.5 million western monarchs flocked to overwintering grounds in coastal California. In the mid-1990s, an estimated 380 million eastern monarchs made the long-distance journey to overwintering grounds in Mexico, completing one of the longest insect migrations in the world. Today, the eastern migratory population is estimated to have declined by approximately 80%. The western migratory population has declined by more than 95% since the 1980s, putting the western populations at greater than 99% chance of extinction by 2080. During this same period, the probability of extinction for eastern monarchs ranges from 56 to 74%, according to the Service’s most recent species status assessment. Threats to monarchs include loss and degradation of breeding, migratory and overwintering habitat; exposure to insecticides; and the effects of climate change. Although many people have already helped conserve the butterfly, additional habitat and protections are needed to ensure the species is conserved for future generations. To assist with monarch conservation efforts, the Service is also proposing critical habitat for the species at a portion of its overwintering sites in coastal California. Overwintering habitat provides an essential resting place for monarchs during the cold winter months and helps them prepare for breeding in the early spring. In total, the Service is proposing 4,395 acres of critical habitat for the western migratory monarch population across Alameda, Marin, Monterey, San Luis Obispo, Santa Barbara, Santa Cruz and Ventura counties in California. A critical habitat designation imposes no requirements on state or private land unless the action involves federal funding, permits or approvals. The Service collaborates closely with Tribes, federal and state agencies, academic institutions and non-government organizations to carry out conservation efforts for the monarch butterfly. Many partners across the monarch’s range are involved in surveys, monitoring and habitat improvements. Much of this work takes place on private lands with the support of local landowners. The proposal to list the monarch butterfly, and designate critical habitat, will publish in the Federal Register on December 12, 2024. A 90-day comment period will open on December 12, 2024, and will close on March 12, 2025. This docket also includes information about how to attend two virtual public information meetings, and associated public hearings, about this listing proposal. He advised the suspect he needed to leave at which time the suspect said that he could “take him” in a fight. While the suspect was packing his belongings, he pulled a large kitchen knife from his jacket and asked the worker if he “through he could take him now.” Officers placed the suspect into custody and recovered the kitchen knife. He told police that the argument with the security guard about going near another room. He started to “push me,” said the male. However, he did not want to be detained and tried to pull away from officers. Officers gave the male orders to put his hands behind his back and that he was under arrest, but he refused to cooperate and resisted. Use of force was then utilized to subdue the suspect. He was searched for any weapons and/or contraband with negative results. While speaking with the security guard, he stated the male punched him three times in the face and shoved him repeatedly during the incident. However, he did not wish to pursue charges.
