  • Officer Thwarts Attempted Illegal Crossing from Canada to USA, Arrests Five

    In the evening hours of Wednesday, January 3rd, at approximately 10:30pm, four individuals were attempting to illegally cross the river in a raft near Youngstown from Canada into the USA (United States). The information was put out on the radio and Officer Battista of the Lewiston Police Department observed an out of state vehicle in the area and initiated a traffic stop. She identified a single occupant in the vehicle at the time of the stop. After tracking the subjects from the raft, they were observed loading into the vehicle that Officer Battista had stopped earlier in the night. A second vehicle stop was initiated, and a total of 5 people were identified inside. One of the subjects ran and was taken into custody. All five individuals were arrested by Border Patrol and the case is pending.

    The New York State Office of Parks, Recreation and Historic Preservation announced there will be four lifeguard exams scheduled in the Niagara Region for the 2024 season. “With competitive pay and beautiful locations to work in, being a lifeguard in a New York state park is one of the best jobs to have. We welcome anyone who is interested to test,” said Ben Paquette, Niagara Region water safety coordinator. Testing is required for anyone wishing to work as a lifeguard at any New York state park and will take place at Hamburg Middle School 360 Division St., as follows: √ 4:30-8 p.m. Jan. 12, March 15, April 19 √ 11:30 a.m. to 3 p.m. Feb. 24 Prior to employment, successful candidates must be at least 15 years of age and must furnish proof of completion of “CPR for the Professional” and completion of the American Red Cross lifeguard training, which includes first-aid, with a certificate for the waterfront module or equivalent courses. Successful candidates will also need a physician's certification of adequate physical fitness, including a minimum of 20/40 uncorrected vision, after receiving a conditional job offer. Lifeguard positions in the Niagara Region will be available at Beaver Island, Woodlawn Beach, Evangola and Fort Niagara state parks and will pay between $20 and $24 an hour. He was so taken by her courage that he decided to spare her life. Lelawala was blessed to live in the watery abode of Heno, where she would appease the Thunder God with her messages from the human world. According to local historian Ken Cosentino, the original version was passed on by Algonquin Elders and famous storyteller Michael Bastine, who himself received the story from his elders. There once was a Great Horned Serpent that lived in the limestone cave in the Niagara gorge, in the place that is called “Devil’s Hole.” The cave was known to the local Indigenous People as “Cave of Evil Spirit,” referring to the devilish serpent. The serpent was sometimes referred to as the “water panther” and it was the nemesis of the Thunderbeings. A long time ago people of an ancient tribe in Niagara were dying of a sickness. It was discovered that the Great Horned Serpent was poisoning the water upstream and when people drank the water, they would die quickly and painfully. The serpent would then eat the dead bodies and continue this cycle, plaguing the local Indigenous population. A brave woman from the tribe set out on a canoe from the Island now known as Celinda Eliza, into the upper rapids of the Great Falls (now known as the Canadian Horseshoe Falls). Her mission was to speak with Hino, Chief of the Thunderbeings who lived behind the veil of the Great Falls, and ask him to intervene and protect her people from the serpent. Her mission was treacherous and almost immediately her canoe was trapped in the upper rapids. While Hino wouldn’t typically take interest in the drama of the people, he noticed the woman’s beauty and swiftly rescued her as she was going over the waterfall. Hino took her behind the Falls into his home and introduced her to his sons. She asked for his help and pleaded, and eventually convinced him as Hino fell in love with her. Hino did intervene and fought a harrowing battle with the Great Horned Serpent. When Hino killed the serpent, its body fell to the upper rapids and became lodged there, creating the shape of the horseshoe and causing a rockslide which destroyed the Thunderbeings’ home behind the Falls. After that incident, the Thunderbeings moved up into Sky World to live. The woman became pregnant with a baby boy who was half human and half Thunderbeing. One day, the boy was playing with a piece of flint when someone attempted to contain him for fear of his power. The resulting bolt of lightning nearly burnt down the village and Hino instantly snatched his son, bringing him up into Sky World because he was too powerful to live among the humans. Nicholas Ligammari was born and raised in Niagara Falls and graduated from Niagara Falls High School (1986), Canisus College (1990), and earned his Master’s of Science degree from Buffalo State University (1998). After working for UPS, he took the Civil Service Exam, hoping for a more exciting career, and became a police officer in the NFPD. After 29 years on the force his career doesn’t get more exciting than commanding the men and women of the Niagara Falls Police Department. Superintendent Ligammari hopes to evolve the job and continue community relations not only with the community they protect and serve but with other agencies/departments as well. After being inspired by his father-in-law, who was also a firefighter, decided to join the NFFD in September 2001. Fire Chief Pochatko feels that his years of accounting plus his 21 ½ years of experience as a firefighter will help him be of service to the Niagara Falls Fire Department. He also believes communication is key and wants to improve the job of a firefighter. Through finding different updated methods of training, he wants to make the job better for the members of the NFFD. “I am very pleased with the selection of Gary Pochatko as the next Fire Chief for the City of Niagara Falls. I have served with Gary on both the Union and Mutual Aid Executive Boards over the years and can attest to his professionalism and suitability for this position.   • End of an Era: Como Restaurant Closes After 96 Years in Niagara Falls

    The iconic Como Restaurant and Lounge in Little Italy was sold in October after 96 years at its location on Pine Avenue in Niagara Falls, NY. The restaurant has long been known for its Italian cuisine and has hosted countless group events. Although the restaurant was initially listed for sale in 2020 for $2.1 million, the price was subsequently lowered twice before the final sale. The new owners, yet to be named, will receive the restaurant's equipment, menu, all of its recipes and the Como name as part of the deal. The closure of the Como on Pine Avenue marked the last restaurant to do so, with the Airport location having announced its closure in September and the Center Street location in Lewiston ceasing operations in May.

  • U.S. Fish and Wildlife Declares Black-Capped Petrel an Endangered Species

    The U.S. Fish and Wildlife Service is finalizing the listing of the black-capped petrel as an endangered species under the Endangered Species Act (ESA). Previously proposed as threatened in 2018, the Service reopened the comment period on its 2018 proposal to present significant new information relevant to consideration of the status of the species. This new information indicated threats to the species were more severe and imminent than described in the 2018 proposed rule. This new information has been incorporated in the updated Species Status Assessment (SSA) report included in the final rule. "This listing represents an important step forward in protecting this remarkable seabird," said Mike Oetker, acting Service Regional Director. "By working hand-in-hand with our conservation partners and affected communities, we can tap into the best available science and on-the-ground expertise to inform our decisions. Through collaboration and teamwork, we hope to reverse the declines in black-capped petrel populations and ensure the long-term survival of this species." Black-capped petrels are pelagic seabirds that only nest on the island of Hispaniola in the Caribbean. Known as one of the gadfly petrels because of their speedy, weaving flight, black-capped petrels are widely distributed and travel long distances to foraging areas in the western Atlantic and southern Caribbean basins and the central and northeastern Gulf of Mexico. Recent satellite tracking studies have also documented their use of near-shore areas off the northern coast of Central and South America. Officially known as the black-capped petrel in current ornithological literature, it is also known by several distinct common names throughout its range, like “diablotin” (French and Spanish-speaking range states), “chathuant” (Haiti), and “bruja” or “chanwan” (Cuba). The ESA requires the Service to list species as endangered or threatened regardless of which country the species lives in. Benefits to the species include prohibitions on certain activities including import, export, take, commercial activity, interstate commerce, and foreign commerce. By regulating activities, the United States ensures that people under the jurisdiction of the United States do not contribute to the further decline of listed species. Although the ESA's prohibitions regarding listed species apply only to people subject to the jurisdiction of the United States, the ESA can generate conservation benefits such as increased awareness of listed species, research efforts to address conservation needs, or funding for conservation of the species in its range countries. The ESA also provides for limited financial assistance to develop and manage programs to conserve listed species in foreign countries, encourages conservation programs for such species, and allows for assistance for programs, such as personnel and training. Major threats to the black-capped petrel include habitat loss and degradation due to deforestation and forest fires and depredation by nonnative mammals within its breeding grounds. Climate change will also continue to affect the species with increasing storm intensity and frequency, resulting in flooding of burrows and erosion of suitable nesting habitat. Previously, the Service had determined that critical habitat for the species was not prudent. However, due to new information, the Service has determined there are factors affecting the marine habitat within U.S. jurisdiction, therefore, critical habitat is “prudent but not determinable” since we do not have enough information to complete that analysis. When critical habitat is not determinable, the ESA allows the Service an additional year to publish a critical habitat designation. We anticipate publishing proposed critical habitat for the black-capped petrel in 2024. Today’s announcement comes as the ESA turns 50 years old in 2023. Throughout the year, the Department of the Interior will celebrate the ESA's importance in preventing imperiled species' extinction, promoting the recovery of wildlife and conserving the habitats upon which they depend. The ESA has been highly effective and credited with saving 99% of listed species from extinction. This final rule will become effective on January 29, 2024.

    Buffalo Bills cornerback Kaiir Elam will return to the field after being moved to the 53-man roster from injured reserve. The second-year player was on injured reserve due to a torn deltoid ligament in his ankle which he sustained in a preseason game. The Bills made the decision ahead of the deadline for activation or end of the season status. His return-to-play window had opened on December 6, and Elam will now be available for Sunday's game against New England, marking his first appearance since Week 8. Elam has been a full participant in practices since his return window opened and said he feels much healthier.
